Description
Joe Frank Harris served as governor of Georgia from 1983 to 1991, and is remembered for creating and implementing the Quality Basic Education Act (QBE), overseeing the building of the Georgia Dome, creating the Technical College System of Georgia, and working to bring the 1996 Summer Olympics to Atlanta. In this interview, Harris discusses the QBE, attracting businesses to Georgia, water resource management, and his working relationships in public service.
